Premier Doug Ford’s government will announce its new plan for lifting more of Ontario’s COVID-19 public health restrictions next week, CBC News has learned.

The easing of pandemic measures will include ending capacity limits in all locations where proof-of-vaccination requirements are in place, such as restaurants, bars and gyms, a senior official in Ford’s government said Wednesday.

The GNCC welcomes the lifting of capacity restrictions on businesses. When venues were required to verify the vaccination status of patrons, the GNCC asked for a data-driven review of capacity limits. On Friday, restrictions on stadiums, theatres, and other venues were lifted, while those on bars, restaurants and gyms remained, impacting thousands of businesses. The GNCC pointed out that this made no sense and asked for those limits to be reviewed immediately.


Government of Ontario releases vaccine verification app for businesses

Ontario’s vaccine verification app for businesses, Verify Ontario, appears to be ready for download ahead of schedule, CBC News reports, rolling out on the Google and Apple app stores Thursday afternoon.

According to its description, the app gives businesses and organizations the ability to scan the QR codes on province-issued vaccine certificates. After the code is scanned, a green checkmark will appear indicating a valid vaccine certificate, a red X for an invalid certificate or a yellow warning for a QR that cannot be read.

The province had said it would release a digital verification app by Oct. 22, giving people a “safer, more secure and convenient” way to demonstrate that they’ve been vaccinated, according to the province.

Niagara launches visioning process for 10-year Economic Development Strategy

Niagara businesses and community stakeholders are being asked to share their feedback to guide the region to long-term economic health and sustainability. From now until Nov. 12, businesses can take a short online survey to help inform the creation of Niagara’s new 10-year economic development strategy.

The strategy is being developed by Niagara Economic Development in collaboration with local municipal economic development professionals. The survey should take about 15 minutes to complete, and asks respondents to share their views on Niagara’s greatest economic strengths, weaknesses and opportunities, as well as ideas for future economic growth priorities.

Ontario’s proof of vaccination requirement could eventually be made voluntary for businesses: sources

Ontario’s proof of vaccination requirements could eventually be downgraded to a voluntary program, CTV news is reporting, as the provincial government considers a new set of measures to ease businesses out of pandemic restrictions.

Sources with knowledge of the plan say the Ford government is working on a post-Step three strategy that will lift capacity limits on businesses where vaccine certificates are required — a plan that will be announced next week.

As part of that “phased approach” sources say the government is looking at potentially relaxing mandatory proof of vaccination rules, as long as the province’s pandemic picture continues to improve.

New app provides remote access to COVID-19 resources for workplaces

The Canadian Centre for Occupational Health and Safety (CCOHS) has launched a new mobile app to help make workplace health and safety resources on COVID-19 accessible to workers in Canada.

The CCOHS Safe Work app hosts the Centre’s collection of over 120 COVID-19 resources, including industry and sector-specific tip sheets, infographics, videos, and other guidance materials created to help workplaces keep their workers and customers safe.

The CCOHS Safe Work app can be downloaded for free via the CCOHS website.

Canada concerned about supply chain issues, watching ports ‘closely’

Canada is concerned about the challenges facing global supply chains and is watching the country’s ports very closely, Finance Minister Chrystia Freeland said on Thursday.

Freeland, speaking to reporters in Washington after meetings of the World Bank and International Monetary Fund, said she was broadly optimistic about the strength of Canada’s economic recovery from COVID-19.

The rebound in demand for goods as restrictions are lifted has exposed supply chain shortages, with firms scrambling for workers, ships and even fuel to power factories, threatening the fledgling bounce back.


Transitory inflation forces could last up to another year: Poloz

A former governor of the Bank of Canada is bracing for the inflationary trends that central bankers are wrestling with around the world to last a little longer than some people might think.

“The word transitory sounds really short to people,” said Stephen Poloz, who served as the central bank’s governor from 2013 until 2020, in an interview Thursday.

“I think the big things that are affecting the view right now will take probably into next spring, say the next six to 12 months for them to work their way out.”

Poloz indicated he is still of the view that current forces that pushed Canada’s inflation rate in September to the highest level since 2013 will ultimately prove to be transitory.

The United States will lift restrictions at its land borders with Canada and Mexico for fully vaccinated foreign nationals in early November.

U.S. will lift land border restrictions in November for vaccinated visitors

The United States will lift restrictions at its land borders with Canada and Mexico for fully vaccinated foreign nationals in early November, ending historic curbs on non-essential travelers in place since March 2020 to address the COVID-19 pandemic.

U.S. Homeland Security Secretary Alejandro Mayorkas said in a statement the administration next month “will begin allowing travelers from Mexico and Canada who are fully vaccinated for COVID-19 to enter the United States for non-essential purposes, including to visit friends and family or for tourism, via land and ferry border crossings.”

The new rules are similar but not identical to planned requirements announced last month for international air travelers, U.S. officials said in a call earlier with reporters.

Welland asks Region to delay vote on consolidated transit system again

City of Welland Council is again asking the Region to delay the triple majority vote on a consolidated transit system until 2023, and asks that the following actions be completed:

  • Updated financial models reflecting Welland, St. Catharines, Niagara Falls, and Inter-Regional transit operating costs based upon council-approved 2022 budgets.
  • Updated five-year transit capital budgets for Welland, St. Catharines, Niagara Falls, and Inter-Regional transit, including costs and allocation percentages to lower-tier municipalities.
  • Updated capital assets schedules for Welland, St. Catharines, Niagara Falls, and Niagara.

Ontario opening temporary Road Test Centre in Niagara Falls

The Ontario government is opening a temporary road test centre in Niagara Falls to increase testing capacity and help clear the backlog of road tests due to COVID-19.

Located at 6080 McLeod Road, the temporary centre will open on October 18, 2021, and offer class G2 and G road tests seven days a week between 7 a.m. and 6 p.m. Customers will be able to book road tests online at DriveTest.ca beginning October 14, 2021.

Ontario seeking input on a Capital Markets Act

The Ontario government is moving forward on the next step in its commitment to modernize the province’s capital markets with the publication of a draft Capital Markets Act for consultation.

The draft Act is now available on the Ontario Regulatory Registry. The public, including sector experts and market participants, are invited to share their input on the draft legislation. The Regulatory Registry posting will remain open for comment until January 21, 2022.

Canadian investment in building construction falls

Investment in building construction decreased 2.0% to $17.7 billion in August, a fourth consecutive monthly decline. Residential construction was down 2.9% for the month, while investment in non-residential construction edged up 0.6%.

On a constant dollar basis (2012=100), investment in building construction declined 2.6% to $12.7 billion in August.

Residential construction investment decreased 2.9% in August, with declines posted in every province except for a slight increase in Nova Scotia.

U.S. inflation rate rises to 13-year high of 5.4%

The U.S. inflation rate rose to a 13-year high in September as rising costs for food and shelter pushed the rate up to 5.4 per cent.

Higher prices for food and shelter made up half of the increase in the overall rate, the U.S. Bureau of Labour Statistics said in a release. But the biggest individual category increase was energy, the cost of which has risen by almost 25 per cent in the past year.

Economists were expecting the number to come in at around 5.3 per cent, which would have been the highest rate since 2013. But the figure ended up being higher than it’s been since 2008, right before the financial crisis.

The COVID-19 pandemic that started in early 2020 caused demand for all sorts of goods and services to plummet. But that demand is now returning so swiftly that supply chains can’t keep up, which is leading to huge price spikes in just about everything.


Data shows Saskatchewan a few intensive care patients away from triage protocol

Saskatchewan is a few intensive care patients away from having to activate its triage protocol, which means doctors in the province could soon have to decide who can and cannot get care in intensive care units.

Data from the Saskatchewan Health Authority shows there were 114 people in ICUs across the province yesterday afternoon and 79 of those patients had COVID-19.

The ICU numbers change throughout the day, but the province was just two patients away from having to activate its “red zone,” which is triggered when there are 116 people in intensive care.

Where has all the talent gone?

In another drastic reminder as to how the labour market has become so distorted, the number of job openings in the USA hit an all time hire of 10.1 million in July and the Canadian job market experienced 1.2 million job openings in that same period of time. As the North American economy begins to rebound, even as the Delta Variant of Covid is spreading in poorly vaccinated parts of the continent – businesses are scrambling to add employees.  Manufacturing jobs beginning at entry level through to supervisory positions are all in play. Fork Lift Truck Operators, Quality Assurance Technicians, skill trades such as Welders, Electronic Process Control Technicians, Electricians, Gas Fitters and Plumbers are all in great demand. Add to this Advanced Medical Technologists, Manufacturing Technologists and Assembly personnel we have the perfect storm. At no time since 1944 have we seen such a demand. Even Global Affairs Canada reports that clerical positions are available at a starting salary of $ 1,100 per week.

Employee shortages in Canada are not really a new challenge for employers however, the landscape in which the competition for talent is taking place is very different. This is in part due to a strong demand for employees generated by robust economic growth, employees who have used the pandemic as an stimulus to alter their careers and potential employees who have decided to start up their own companies. Completing the perfect storm scenario is the fact that employees today are more informed about the world surrounding them and where they fit, a demand for a better working environment, alternative opportunities, a reconfigured employee market, employees who value their worth and corporate failure to hire during recessionary times.

Although unemployment will remain around 5 % in 2022 for many unskilled employees, for several companies a shortage of workers with the skills they need will become a severe problem. Several manpower surveys have found that 34% of employers worldwide are having challenges filling jobs with technicians, salespeople, skilled-trades workers and technologists.  Adding to the corporate dilemma is the prediction that the North American economy will grow by 7 % in 2022, meaning these numbers may be higher. Companies will need to become more inventive if they are to recruit and motivate the people they need. Competition will be most intense for the very best talent, as more employers accept the verdict of Mark Zuckerberg, the co-founder of Facebook, that an exceptional employee is “not just a little better than someone who is pretty good; they are 100 times better.” Again, I have stated in previous publications; the fight for talent will be as fierce in emerging economies, where locals with the ability to thrive in global markets will be targeted by both foreign multinationals and domestic firms with ambitions abroad.

Compensation will remain the heavy artillery in the corporate arsenal. Wages in the 70 % – 80 % percentile are now the norm and will need to be supplemented with an enriched employee benefit plan, the casual ability to work from home, attendance and punctuality bonuses, subsidized child care, mental health days, a minimum of four weeks vacation and a four day work week.  Overtime after 35 hours is also in play for prospective employees.

Jack Kelly, founder and CEO of the Compliance Search Group says that organizations have been buying, building and / or rehabbing office spaces to make them more attractive and appealing to employees. These amenities are meant to entice people to get out of their homes and come into the office three days a week because they are more opulent than their homes.

The Canadian economy is set for a hiring boom in the months ahead and the signs are already under way. In light of the sudden need for talent, employees and job seekers will have the upper hand. All potential candidates will be able to find three times more jobs than before COVID. Hiring leaders will need to roll out the red carpet and concede to demands of those prospects and companies know that if they don’t appease the job applicants, they will go elsewhere as there will be more opportunities on the horizon.

Canadian financial institution executives have put plans in place to attract and retain the best talent they can get. They conducted a survey that found one in three employees do not want to work on site full time, are desirous of flexible work schedules and are looking for a four day work week. They have crafted plans to fit these demands as the war for talent is starting.

Numerous Canadian survey results have shown that employees have divided the benefits of working for perspective employers into two categories; they are the Prime Movers and the Secondary Movers. The Prime Movers are those elements that employees require before saying yes to a job. Some manpower experts refer to these elements as the absolutes. They include, excellent employee benefits, work flexibility, 80th percentile wages, vacation starting at four weeks, monthly mental health days, being treated with respect, 40 hours of professional development per year and working in a team environment.

Secondary Movers are those elements that employees find intriguing because they arouse interest in wanting to pursue further opportunities for employment with your organization. Secondary Movers include; overtime after 40 hours, attendance and punctuality bonus, subsidized child care, four day work week and spruced up / rehabbed office space.

Summary:

Organizations deliberate over strategies to capture new markets and clients, now they’ll need to define a multi pronged market strategy for top talent by thinking beyond when it comes to packaging an offer. Employees are looking for the intangibles; flexible work schedules, training opportunities, meaningful work and leadership professionalism. Remote work is already proving to be a powerful motivator for talent and it allows organizations to tap into a wider pool of talent. Many employees value the flexibility of working from home along with a greater sense of control of time.

Besides evolving work arrangements, reward / compensation packages may need to be revisited in order to align with the rapidly changing business opportunities and priorities. Although organizations have acknowledged the pandemic had a considerable impact on their business, less than 30 % have reviewed or are in the process of reviewing their compensation packages. This may turn out to be a serious alignment risk to the business because, it assumes that what worked pre Covid will work post Covid and that is not the reality.

The GNCC and the Niagara-on-the-Lake Chamber of Commerce are partnering on a new campaign to encourage people to shop locally.

GNCC and Niagara-on-the-Lake Chamber launch NiagaraMyWay

The Greater Niagara Chamber of Commerce (GNCC) and the Niagara-on-the-Lake Chamber of Commerce are partnering on a new campaign designed to encourage people to shop locally.

The multi-media initiative is asking Niagara residents to shop locally and share their experiences on social media with the hashtag #NiagaraMyWay. It is a unique and self-personalizing hashtag that invites people to participate and will trigger a personal response among users to fill in their own Niagara experiences. It will ultimately paint a broad mosaic of what Niagara means to different people, and help build a sense of community where people are encouraged to shop locally.

The campaign is being launched October 14th with a series of social media ads, which will be followed in subsequent weeks with advertising in local Niagara newspapers and radio. Ads will also appear in select Toronto media outlets over the course of the three-month campaign.

Ontario raises capacity limits for arenas, meeting spaces, theatres, and some other venues

The Government of Ontario, in consultation with the Chief Medical Officer of Health, is cautiously lifting capacity limits in select indoor and outdoor settings where proof of vaccination is required, as well as certain outdoor settings that have a capacity below 20,000.

Effective Saturday, October 9, 2021, at 12:01 a.m., capacity limits have been lifted to allow 100 per cent capacity in the following settings:

  • Concert venues, theatres and cinemas;
  • Spectator areas of facilities for sports and recreational fitness (would not include gyms, personal training);
  • Meeting and event spaces (indoor meeting and event spaces will still need to limit capacity to the number that can maintain physical distancing);
  • Horseracing tracks, car racing tracks, and other similar venues; and
  • Commercial film and television productions with studio audiences.

This announcement was made late on October 8th (and thus was not featured in that day’s Daily Update).

No mention of raising capacity limits for other venues or businesses has been made. The GNCC has asked for an evidence-based review of capacity limits for all businesses.

Niagara mourns Councillor Sandie Bellows

Regional Councillor Sandie Bellows passed away on the evening of October 10th.

Councillor Bellows dedicated her life to the people of Niagara and was a fierce victims’ rights advocate. This advocacy saw her serve as a keynote speaker for many government and law enforcement agencies, including conferences for the Ontario and Canadian Police Chiefs, hostage negotiators, and American law enforcement agencies. In recognition of her work in this area, Councillor Bellows was invited by Prime Minister Harper to the Victims Bill of Rights ceremony in 2015.

Canada’s health and long-term care industries are bracing for staff shortages and layoffs, as deadlines for vaccine mandates loom across the country, with unions pushing federal and provincial governments to soften hard-line stances.

For hospitals and nursing homes, a shortage of workers would strain the already overburdened workforce dealing with nearly two years of the pandemic. The uncertainty sparked by vaccine mandates underscores the challenges on the road to recovery.

Devon Greyson, assistant professor of public health at the University of British Columbia, said officials are steering into uncharted waters with mass vaccine mandates, and it’s not clear how workers will respond.

“A shortage of workers can mean people’s health and well being. It’s scary,” Greyson said.


Cannabis has been legal almost 3 years, yet retailers say banks are shutting them out

Nearly three years after Canada legalized cannabis, many retailers in B.C. say they still struggle to find access to basic financial services from banks.

International pressure and decades of stigma around cannabis still plague the fledgling industry, forcing shop owners to dig into their savings to open their small businesses and limiting the sector’s growth, industry experts told CBC News.

The Association of Canadian Cannabis Retailers (ACCRES) says 50 of its 52 members in B.C. have been denied access at traditional banks, and have turned to local credit unions instead.

“We’re not even talking about loans or credit cards,” said Jaclynn Pehota, executive director of ACCRES.

“We’re talking about very basic financial services like a chequing account. My members are still struggling, three years post-cannabis legalization in Canada.”

On October 11, there were 13 patients admitted to Niagara Health with COVID-19, 11 of whom were unvaccinated and 1 of whom was fully vaccinated. There were 5 patients with COVID-19 in a Niagara Health Intensive Care Unit.

Over the last 28 days, a Niagara resident vaccinated with 1 dose was 3.6 times more likely to contract COVID-19, and an unvaccinated person was 6.6 times more likely. The average weekly rate of hospitalized cases in unvaccinated Canadians was 36 times higher compared to fully vaccinated people. Niagara Health has reported that no vaccinated patients have required intensive care to date.

Share Your Local Experiences with #NiagaraMyWay

GNCC, NOTL Chamber launch new campaign to encourage people to shop locally

The Greater Niagara Chamber of Commerce (GNCC) and the Niagara-on-the-Lake Chamber of Commerce are partnering on a new campaign designed to encourage people to shop locally.

The multi-media initiative is asking Niagara residents to shop locally and share their experiences on social media with the hashtag #NiagaraMyWay. It is a unique and self-personalizing hashtag that invites people to participate and will trigger a personal response among users to fill in their own Niagara experiences. It will ultimately paint a broad mosaic of what Niagara means to different people, and help build a sense of community where people are encouraged to shop locally.

“We cannot stress enough how important it is for people to get out and support the businesses in their community,” says Eduardo Lafforgue, President and CEO of the NOTL Chamber. “Small, family-owned businesses were hit hard during the pandemic, enduring long periods when they could not open their doors. They can use our help now.”

The campaign is being launched October 14th with a series of social media ads, which will be followed in subsequent weeks with advertising in local Niagara newspapers and radio. Ads will also appear in select Toronto media outlets over the course of the three-month campaign.

“In every corner of Niagara, in every municipality, in every sector — retail, seasonal, eateries, wineries — there are local businesses that can use your support,” says Mishka Balsom, CEO of the GNCC. “We would love to see Niagara residents out supporting their community’s businesses, and then sharing that experience to encourage their neighbours to do the same.”

The various elements of the campaign will highlight business sectors and extend a sense of ownership to local shoppers. For example, a bartender mixing cocktails under the banner “Drinks my way,” or a florist arranging a bouquet for “Flowers my way.”

Niagara residents can show their support in many ways:

      • Frequent local businesses. Shop in local stores, whether looking for food, clothing, toys or trinkets. It not only does the business a favour, it also supports the economy of the entire community.
      • When on social media, share their local shopping experience with #NiagaraMyWay. And if you come across a #NiagaraMyWay post or ad, help amplify it by sharing it widely.
      • Talk to business owners you know and encourage them to register their company with #NiagaraMyWay. There is no cost to them, but this will place their business on a landing page that people will see when they click through one of the ads.

“There is no need to spend too much time talking why an initiative like this is necessary,” says Eduardo. “We have all lived through the same pandemic and are well aware of the impact it has had on our Niagara community, both socially and from a business perspective. But from that, we have seen anecdotal evidence of an increased awareness to shop in local stores and support local businesses.

“We want to keep pushing that momentum forward.

About the Niagara 2022 Canada Summer Games [Niagara 2022 CSG]

At the peak of Niagara’s boldest summer yet, more than 5,000 young athletes and their coaches will gather to compete for the podium in Canada’s largest multi-sport event. On its road to glory, this shining generation of hopefuls will leave its mark on our community and on the country – transforming, inspiring, and unifying us all through the power of sport.

As ambassadors of Niagara’s unrivaled warmth and compassion, thousands of volunteers will play host to the nation. The Niagara 2022 Canada Summer Games will celebrate the wonder of sport alongside arts and culture. The Games will honour our indigenous communities, and showcase a remarkable heritage of hard work and innovation in one of the world’s most awe-inspiring destinations.

With world-renowned hospitality, the people of Niagara will welcome visitors from across the country. Spirited events, spectacular entertainment, and the theatre of elite competition will spark new energy in the region as our streets, skies, and waterways shimmer with ceremony and celebration that is befitting of Canada’s best young athletes.

From August 6th to 21st, 2022, Niagara will surge stronger than ever on the national stage.  The Games will give rise to a new legacy of ambition, confidence, and compassion that will inspire generations to come.

About the 2022 Canada Games Host Society

In preparation for the games, a Host Society has been established and led by a Board of Directors that is composed of passionate, experienced and accomplished sport and community leaders.

The goals of the Host Society are to:

  • Provide a phenomenal experience for the athletes and other participants at the Niagara 2022 CSG.  An experience that will propel their development, allow them to perform their best and inspire them to dream big
  • Provide a legacy of sport infrastructure and programs that are vital for Niagara, Ontario, and Canadian sport development
  • Provide a legacy of infrastructure, community programs and unify a spirit that will be transformative for Niagara
  • Provide an unmatched podium and partnership for the Canada Games Council to build upon the success of previous Canada Games and strengthen the Canada Games property

SECTION TWO | SCOPE OF WORK

The Niagara 2022 Canada Summer Games Host Society is seeking an organization to source and  provide the equipment as listed in Appendix A. We are looking for a committed price and delivery to various venues around the municipality of Niagara.  We do have specific requirements as it relates to sizes and styles but have noted where substitutions are accepted. The Host Society has limited warehouse space and as such, would prefer a just in time (JIT) process for delivery where possible; ideally by the end of May 2022. The bid should include proposals for storage and inventory inspection. Proposals should include options for economies of scale, bundled or packaged pricing and distributor discounts where applicable.

Scope of Work Details

Responsibilities would include but are not limited to: 

  • Sourcing out equipment as listed and providing committed prices from date of submission until the games completion.
  • Provide committed shipping prices 
  • Plan for back orders or stock outs 
  • Plan for tracking orders
  • Plan to ensure orders arrive to the games in the correct order and free of damage.

Accessibility 

Submissions are encouraged to include accessibility considerations and features where applicable and appropriate. 

Sustainability 

Submissions are encouraged to explain and provide examples of incorporating measures to ensure their goods and/or services are designed/produced/procured in a sustainable and environmentally friendly manner.

Cost Effectiveness

Our decision process will be to secure a partner who’s services best deliver the goals of the Niagara 2022 CSG , while also being cost effective.

Sponsorship / VIK 

The Niagara 2021 CSG Host Society is not merely looking for a vendor with a fee for service approach. Instead, it is our belief that all vendors associated with the Niagara 2022 CSG become strategic event partners offering both fee for service; as well as, Value In-Kind (VIK) opportunities. 

We encourage vendors to include a percentage discount toward budget relieving VIK (a reduction in cost to the requirements outlined in the Scope of Work), as well as enhanced VIK (additional services or features, not specifically outlined in the Scope of Work).

In addition, as a host society we are continually seeking cash sponsorship opportunities as well. Any interest in cash sponsorship can be submitted in conjunction with or separate from submitted proposals. 

Comprehensiveness and Sustainability

Your comprehensiveness score will be based upon how well your submission relates to the subject of the RFP. Sustainability score will be based on examples your organization provides related sustainable business practices, green initiatives and conservation.

Company Profile

Please provide a brief history of your organization, and if you intend to subcontract some of the work to another firm, include their information in this RFP as well. 

If one person will have the primary responsibility for this project, provide us with their information and relevant resume.

Contract Terms

All material produced, data collected, and reports generated by the contractor or subcontractor on behalf of Niagara 2022 CSG are confidential and become exclusive property of Niagara 2022 CSG. The contractor may not share program materials, customer data, industry or program participant contact information, etc. unless explicitly authorized by Niagara 2022 CSG to do so.

This RFP does not commit to pay any costs incurred in the preparation of a proposal or to procure or contract for services. Niagara 2022 CSG reserves the right to accept or reject any or all proposals received as a result of this RFP, to negotiate with all qualified bidders and to cancel the RFP, in part or in its entirety at its sole discretion.

Niagara 2022 CSG reserves the right to refuse to work with any partners, vendors or sponsors that may reflect negatively on the organization, Niagara Place and/or any Games stakeholder.

Covid 19 Mandatory Vaccine Policy

The Host Society requires all staff and contractors to be fully vaccinated against Covid-19.

Contractors who choose not to be vaccinated will not be permitted to enter Host Society locations. Contractors must confirm that all of their employees entering Host Society locations are fully vaccinated. Sending an employee who is not fully vaccinated to a Host Society location may be deemed as cause for the Host Society to terminate the contract with the contractor.

À propos de la Société hôtesse de 2022 

En préparation des Jeux, une Société hôtesse a été établie, dirigée par un Conseil d’administration qui se compose de leaders communautaires et sportifs passionnés et chevronnés. 

Les objectifs de la Société hôtesse sont les suivantes :

  • Offrir une expérience exceptionnelle des Jeux à tous les athlètes et autres participants aux JEC Niagara 2022. Cette expérience favorisera l’épanouissement sportif et la performance optimale des athlètes, tout en les inspirant et en les faisant rêver.
  • Laisser en héritage une infrastructure et des programmes sportifs qui seront indispensables au développement du sport à l’échelle régionale, provinciale et nationale.  
  • Créer un legs transformateur pour la région de Niagara, qui comporte de l’infrastructure, des programmes communautaires et un esprit collectif uni. 
  • Établir un podium et un partenariat inégalés et couronnés de succès avec le Conseil des Jeux du Canada sur lequel il pourra s’appuyer pour renforcer la marque et la propriété des Jeux du Canada. 

DEUXIÈME SECTION | LA PORTÉE DU TRAVAIL 

La Société hôtesse des Jeux d’été du Canada de Niagara 2022 est à la recherche d’une entreprise pour rechercher et fournir les équipements tel qu’indiqué à l’annexe A. Nous recherchons un prix ferme et la livraison à divers sites autour de la municipalité de Niagara. Nous avons des exigences spécifiques en ce qui concerne les tailles et les styles, mais nous avons souligné les cas pour lesquels les substitutions sont acceptées. La Société hôtesse dispose d’un espace d’entreposage limité et, à ce titre, préférerait un processus « juste à temps » (JAT) pour la livraison dans la mesure du possible; idéalement d’ici la fin mai 2022. L’offre doit inclure des propositions pour l’entreposage et l’inspection des stocks. Les propositions doivent inclure des options d’économies d’échelle, de prix groupés et de remises aux distributeurs, le cas échéant.

Détails de la portée du travail

Les responsabilités comprennent les éléments suivants, sans s’y limiter : 

  • L’approvisionnement en équipement tel qu’indiqué et la communication de prix fermes à partir de la date de soumission jusqu’à la fin des Jeux;
  • La communication de prix d’expédition fermes;
  • La planification des commandes en souffrance ou les ruptures de stock;
  • La planification du suivi des commandes;
  • Prévoir de s’assurer que les commandes arrivent aux Jeux dans le bon ordre et sans être endommagées.

Nous encourageons les soumissionnaires à inclure des caractéristiques d’accessibilité dans leur proposition là où cela s’avère pertinent et approprié.

Durabilité

Nous encourageons les soumissionnaires à décrire les mesures entreprises pour assurer la durabilité et le caractère écologique de la conception, la production et l’obtention des matériels ou services fournis, et d’en inclure des exemples concrets.

La Société hôtesse des JEC attend avec intérêt de travailler avec une entreprise expérimentée et collaborative qui a des valeurs conformes aux nôtres et qui est enthousiaste à l’idée de participer à ces Jeux historiques – une fois, pour tous.

Nous sommes à la recherche de propositions exhaustives qui démontrent clairement la capacité de votre entreprise à répondre à nos exigences. Assurez-vous d’inclure, au minimum, les informations suivantes :

  • les dates clés ou le chemin critique du projet;
  • la ventilation des coûts et des frais associés à chaque section du projet, incluant la carte de tarifs pour vos services. Veuillez inclure les coûts associés à chaque point de la section « Détails de la portée du travail » pour lequel votre entreprise est en mesure de fournir des services;  
  • l’identification de toute phase du projet qui sera confiée à un sous-traitant et les renseignements pertinents sur celui-ci;
  • le C. V. du membre du personnel qui sera désigné agent de liaison pour l’organisation Niagara 2022; 
  • toute autre composante.

L’expérience et l’expertise avérées de l’entreprise dans le cadre de projets similaires

La rentabilité de la proposition

Notre processus décisionnel visera à établir un partenariat avec l’entreprise qui est le plus en mesure de réaliser les objectifs des JEC Niagara 2022, sans compromettre la rentabilité. 

Les commandites et les contributions en nature

La Société hôtesse des JEC Niagara 2022 ne recherche pas uniquement des fournisseurs qui adoptent un modèle de rémunération à l’acte. Nous sommes de l’avis que tout partenaire associé aux JEC Niagara 2022 devient partenaire stratégique de l’événement en offrant à la fois des services rémunérés à l’acte ainsi que des contributions en nature.

Nous encourageons les soumissionnaires à inclure un pourcentage de réduction au budget apporté par toute contribution en nature permettant de l’alléger (une réduction des coûts énoncés dans la portée du travail) ou de rendre possible une autre amélioration au projet (des services ou des éléments ajoutés pas expressément décrits dans la portée du travail).

Par ailleurs, en tant que Société hôtesse, nous sommes toujours à la recherche de possibilités de commandites en espèces. Si vous êtes intéressés à devenir commanditaire en espèce, veuillez nous le communiquer en conjonction avec votre soumission de proposition, ou indépendamment de celle-ci.

About the Niagara 2022 Canada Summer Games [Niagara 2022 CSG]

On its road to glory, this shining generation of hopefuls will leave its mark on our community and on the country – transforming, inspiring, and unifying us all through the power of sport.

As ambassadors of Niagara’s unrivaled warmth and compassion, thousands of volunteers will play host to the nation. The Niagara 2022 Canada Summer Games will celebrate the wonder of sport alongside arts and culture. With world-renowned hospitality, the people of Niagara will welcome visitors from across the country. About the 2022 Canada Games Host Society

In preparation for the games, a Host Society has been established and led by a Board of Directors that is composed of passionate, experienced and accomplished sport and community leaders.

The goals of the Host Society are to:

  • Provide a phenomenal experience for the athletes and other participants at the Niagara 2022 CSG.  An experience that will propel their development, allow them to perform their best and inspire them to dream big
  • Provide a legacy of sport infrastructure and programs that are vital for Niagara, Ontario, and Canadian sport development
  • Provide a legacy of infrastructure, community programs and unify a spirit that will be transformative for Niagara
  • Provide an unmatched podium and partnership for the Canada Games Council to build upon the success of previous Canada Games and strengthen the Canada Games property

SECTION TWO | SCOPE OF WORK

The Niagara 2022 Canada Summer Games Host Society is seeking an organization to source and  provide the equipment as listed in Appendix A. We are looking for a committed price and delivery to various venues around the municipality of Niagara.  We do have specific requirements as it relates to sizes and styles but have noted where substitutions are accepted. The Host Society has limited warehouse space and as such, would prefer a just in time (JIT) process for delivery where possible; ideally by the end of May 2022. The bid should include proposals for storage and inventory inspection. Proposals should include options for economies of scale, bundled or packaged pricing and distributor discounts where applicable.

Scope of Work Details

Responsibilities would include but are not limited to: 

  • Sourcing out equipment as listed and providing committed prices from date of submission until the games completion.
  • Provide committed shipping prices 
  • Plan for back orders or stock outs 
  • Plan for tracking orders
  • Plan to ensure orders arrive to the games in the correct order and free of damage.

Accessibility 

Submissions are encouraged to include accessibility considerations and features where applicable and appropriate. 

Sustainability 

Submissions are encouraged to explain and provide examples of incorporating measures to ensure their goods and/or services are designed/produced/procured in a sustainable and environmentally friendly manner.

  • Identification of any phases of the project that will be subcontracted out and to whom
  • Résumé of staff member who would be identified as the Liaison for the Niagara 2022 Organization

Please outline a detailed summary of at least one (1) comparable project which the proposer has completed in the last three to five years. For each referenced project, please make certain to include all relevant details such as:

Cost Effectiveness

Our decision process will be to secure a partner who’s services best deliver the goals of the Niagara 2022 CSG , while also being cost effective.

Sponsorship / VIK 

The Niagara 2021 CSG Host Society is not merely looking for a vendor with a fee for service approach. Instead, it is our belief that all vendors associated with the Niagara 2022 CSG become strategic event partners offering both fee for service; as well as, Value In-Kind (VIK) opportunities. 

We encourage vendors to include a percentage discount toward budget relieving VIK (a reduction in cost to the requirements outlined in the Scope of Work), as well as enhanced VIK (additional services or features, not specifically outlined in the Scope of Work).

In addition, as a host society we are continually seeking cash sponsorship opportunities as well. Any interest in cash sponsorship can be submitted in conjunction with or separate from submitted proposals. 

Comprehensiveness and Sustainability

Your comprehensiveness score will be based upon how well your submission relates to the subject of the RFP. Sustainability score will be based on examples your organization provides related sustainable business practices, green initiatives and conservation.

Company Profile

Please provide a brief history of your organization, and if you intend to subcontract some of the work to another firm, include their information in this RFP as well. 

If one person will have the primary responsibility for this project, provide us with their information and relevant resume.

All material produced, data collected, and reports generated by the contractor or subcontractor on behalf of Niagara 2022 CSG are confidential and become exclusive property of Niagara 2022 CSG. The contractor may not share program materials, customer data, industry or program participant contact information, etc. unless explicitly authorized by Niagara 2022 CSG to do so.

This RFP does not commit to pay any costs incurred in the preparation of a proposal or to procure or contract for services. Niagara 2022 CSG reserves the right to accept or reject any or all proposals received as a result of this RFP, to negotiate with all qualified bidders and to cancel the RFP, in part or in its entirety at its sole discretion.

Niagara 2022 CSG reserves the right to refuse to work with any partners, vendors or sponsors that may reflect negatively on the organization, Niagara Place and/or any Games stakeholder.

Covid 19 Mandatory Vaccine Policy

The Host Society requires all staff and contractors to be fully vaccinated against Covid-19.

Contractors who choose not to be vaccinated will not be permitted to enter Host Society locations. Contractors must confirm that all of their employees entering Host Society locations are fully vaccinated. Sending an employee who is not fully vaccinated to a Host Society location may be deemed as cause for the Host Society to terminate the contract with the contractor.

  • Offrir une expérience exceptionnelle des Jeux à tous les athlètes et autres participants aux JEC Niagara 2022. Cette expérience favorisera l’épanouissement sportif et la performance optimale des athlètes, tout en les inspirant et en les faisant rêver.
  • Laisser en héritage une infrastructure et des programmes sportifs qui seront indispensables au développement du sport à l’échelle régionale, provinciale et nationale.  
  • Créer un legs transformateur pour la région de Niagara, qui comporte de l’infrastructure, des programmes communautaires et un esprit collectif uni. 
  • Établir un podium et un partenariat inégalés et couronnés de succès avec le Conseil des Jeux du Canada sur lequel il pourra s’appuyer pour renforcer la marque et la propriété des Jeux du Canada. 

DEUXIÈME SECTION | LA PORTÉE DU TRAVAIL 

La Société hôtesse des Jeux d’été du Canada de Niagara 2022 est à la recherche d’une entreprise pour rechercher et fournir les équipements tel qu’indiqué à l’annexe A. Nous recherchons un prix ferme et la livraison à divers sites autour de la municipalité de Niagara. Nous avons des exigences spécifiques en ce qui concerne les tailles et les styles, mais nous avons souligné les cas pour lesquels les substitutions sont acceptées. La Société hôtesse dispose d’un espace d’entreposage limité et, à ce titre, préférerait un processus « juste à temps » (JAT) pour la livraison dans la mesure du possible; idéalement d’ici la fin mai 2022. L’offre doit inclure des propositions pour l’entreposage et l’inspection des stocks. Les propositions doivent inclure des options d’économies d’échelle, de prix groupés et de remises aux distributeurs, le cas échéant.

CINQUIÈME SECTION | EXIGENCES DE SOUMISSION À REMPLIR  

La capacité de l’entreprise à répondre aux exigences énoncées dans la portée du travail

Nous sommes à la recherche de propositions exhaustives qui démontrent clairement la capacité de votre entreprise à répondre à nos exigences. Assurez-vous d’inclure, au minimum, les informations suivantes :

  • les dates clés ou le chemin critique du projet en lien avec les livraisons JAT;
  • remplir la carte de tarifs incluse à l’annexe A;

  • le C. V. du membre du personnel qui sera désigné agent de liaison pour l’organisation Niagara 2022;

Les commandites et les contributions en nature

La Société hôtesse des JEC Niagara 2022 ne recherche pas uniquement des fournisseurs qui adoptent un modèle de rémunération à l’acte. Nous sommes de l’avis que tout partenaire associé aux JEC Niagara 2022 devient partenaire stratégique de l’événement en offrant à la fois des services rémunérés à l’acte ainsi que des contributions en nature.

Nous encourageons les soumissionnaires à inclure un pourcentage de réduction au budget apporté par toute contribution en nature permettant de l’alléger (une réduction des coûts énoncés dans la portée du travail) ou de rendre possible une autre amélioration au projet (des services ou des éléments ajoutés pas expressément décrits dans la portée du travail).

SECTION ONE |  INTRODUCTION

About the Niagara 2022 Canada Summer Games [Niagara 2022 CSG]

At the peak of Niagara’s boldest summer yet, more than 5,000 young athletes and their coaches will gather to compete for the podium in Canada’s largest multi-sport event. On its road to glory, this shining generation of hopefuls will leave its mark on our community and on the country – transforming, inspiring, and unifying us all through the power of sport.

As ambassadors of Niagara’s unrivaled warmth and compassion, thousands of volunteers will play host to the nation. The Niagara 2022 Canada Summer Games will celebrate the wonder of sport alongside arts and culture. The Games will honour our indigenous communities, and showcase a remarkable heritage of hard work and innovation in one of the world’s most awe-inspiring destinations.

With world-renowned hospitality, the people of Niagara will welcome visitors from across the country. Spirited events, spectacular entertainment, and the theatre of elite competition will spark new energy in the region as our streets, skies, and waterways shimmer with ceremony and celebration that is befitting of Canada’s best young athletes.

From August 6th to 21st, 2022, Niagara will surge stronger than ever on the national stage.  The Games will give rise to a new legacy of ambition, confidence, and compassion that will inspire generations to come.

About the 2022 Canada Games Host Society

In preparation for the games, a Host Society has been established and led by a Board of Directors that is composed of passionate, experienced and accomplished sport and community leaders.

The goals of the Host Society are to:

  • Provide a phenomenal experience for the athletes and other participants at the Niagara 2022 CSG.  An experience that will propel their development, allow them to perform their best and inspire them to dream big
  • Provide a legacy of sport infrastructure and programs that are vital for Niagara, Ontario, and Canadian sport development
  • Provide a legacy of infrastructure, community programs and unify a spirit that will be transformative for Niagara
  • Provide an unmatched podium and partnership for the Canada Games Council to build upon the success of previous Canada Games and strengthen the Canada Games property

SECTION TWO | SCOPE OF WORK

The Niagara 2022 Canada Summer Games Host Society is seeking an organization to source and  provide the equipment as listed in Appendix A. We are looking for a committed price and delivery to various venues around the municipality of Niagara.  We do have specific requirements as it relates to sizes and styles but have noted where substitutions are accepted. The Host Society has limited warehouse space and as such, would prefer a just in time (JIT) process for delivery where possible; ideally by the end of May 2022. The bid should include proposals for storage and inventory inspection. Proposals should include options for economies of scale, bundled or packaged pricing and distributor discounts where applicable.

Scope of Work Details

Responsibilities would include but are not limited to: 

  • Sourcing out equipment as listed and providing committed prices from date of submission until the games completion.
  • Provide committed shipping prices 
  • Plan for back orders or stock outs 
  • Plan for tracking orders
  • Plan to ensure orders arrive to the games in the correct order and free of damage.

Accessibility 

Submissions are encouraged to include accessibility considerations and features where applicable and appropriate. 

Sustainability 

Submissions are encouraged to explain and provide examples of incorporating measures to ensure their goods and/or services are designed/produced/procured in a sustainable and environmentally friendly manner.

We are seeking comprehensive and informative proposals that clearly outline your ability to fulfill our requirements. Information to include in your proposal include and are not limited to the following: 

  • Key Dates / Critical Path related to JIT deliveries
  • Completion of the pricing document included in Appendix A
  • Identification of any phases of the project that will be subcontracted out and to whom
  • Résumé of staff member who would be identified as the Liaison for the Niagara 2022 Organization 
  • Strength of their Supply Chain

Demonstrated Experience and Expertise in Similar Projects 

Please outline a detailed summary of at least one (1) comparable project which the proposer has completed in the last three to five years. For each referenced project, please make certain to include all relevant details such as: 

  • Description of scope of project
  • Time to execute each phase of the project
  • Cost and associated fees 
  • Lessons Learned
  • Others

Cost Effectiveness

Our decision process will be to secure a partner who’s services best deliver the goals of the Niagara 2022 CSG , while also being cost effective.

Sponsorship / VIK 

The Niagara 2021 CSG Host Society is not merely looking for a vendor with a fee for service approach. Instead, it is our belief that all vendors associated with the Niagara 2022 CSG become strategic event partners offering both fee for service; as well as, Value In-Kind (VIK) opportunities. 

We encourage vendors to include a percentage discount toward budget relieving VIK (a reduction in cost to the requirements outlined in the Scope of Work), as well as enhanced VIK (additional services or features, not specifically outlined in the Scope of Work).

In addition, as a host society we are continually seeking cash sponsorship opportunities as well. Any interest in cash sponsorship can be submitted in conjunction with or separate from submitted proposals. 

Comprehensiveness and Sustainability

Your comprehensiveness score will be based upon how well your submission relates to the subject of the RFP. Sustainability score will be based on examples your organization provides related sustainable business practices, green initiatives and conservation.

Company Profile

Please provide a brief history of your organization, and if you intend to subcontract some of the work to another firm, include their information in this RFP as well. 

If one person will have the primary responsibility for this project, provide us with their information and relevant resume.

Contract Terms

All material produced, data collected, and reports generated by the contractor or subcontractor on behalf of Niagara 2022 CSG are confidential and become exclusive property of Niagara 2022 CSG. The contractor may not share program materials, customer data, industry or program participant contact information, etc. unless explicitly authorized by Niagara 2022 CSG to do so.

This RFP does not commit to pay any costs incurred in the preparation of a proposal or to procure or contract for services. Niagara 2022 CSG reserves the right to accept or reject any or all proposals received as a result of this RFP, to negotiate with all qualified bidders and to cancel the RFP, in part or in its entirety at its sole discretion.

Niagara 2022 CSG reserves the right to refuse to work with any partners, vendors or sponsors that may reflect negatively on the organization, Niagara Place and/or any Games stakeholder.

Covid 19 Mandatory Vaccine Policy

The Host Society requires all staff and contractors to be fully vaccinated against Covid-19.

Contractors who choose not to be vaccinated will not be permitted to enter Host Society locations. Contractors must confirm that all of their employees entering Host Society locations are fully vaccinated. Sending an employee who is not fully vaccinated to a Host Society location may be deemed as cause for the Host Society to terminate the contract with the contractor.

À propos de la Société hôtesse de 2022 

En préparation des Jeux, une Société hôtesse a été établie, dirigée par un Conseil d’administration qui se compose de leaders communautaires et sportifs passionnés et chevronnés. 

Les objectifs de la Société hôtesse sont les suivantes :

  • Offrir une expérience exceptionnelle des Jeux à tous les athlètes et autres participants aux JEC Niagara 2022. Cette expérience favorisera l’épanouissement sportif et la performance optimale des athlètes, tout en les inspirant et en les faisant rêver.
  • Laisser en héritage une infrastructure et des programmes sportifs qui seront indispensables au développement du sport à l’échelle régionale, provinciale et nationale.  
  • Créer un legs transformateur pour la région de Niagara, qui comporte de l’infrastructure, des programmes communautaires et un esprit collectif uni. 
  • Établir un podium et un partenariat inégalés et couronnés de succès avec le Conseil des Jeux du Canada sur lequel il pourra s’appuyer pour renforcer la marque et la propriété des Jeux du Canada. 

DEUXIÈME SECTION | LA PORTÉE DU TRAVAIL 

La Société hôtesse des Jeux d’été du Canada de Niagara 2022 est à la recherche d’une entreprise pour rechercher et fournir les équipements tel qu’indiqué à l’annexe A. Nous recherchons un prix ferme et la livraison à divers sites autour de la municipalité de Niagara. Nous avons des exigences spécifiques en ce qui concerne les tailles et les styles, mais nous avons souligné les cas pour lesquels les substitutions sont acceptées. La Société hôtesse dispose d’un espace d’entreposage limité et, à ce titre, préférerait un processus « juste à temps » (JAT) pour la livraison dans la mesure du possible; idéalement d’ici la fin mai 2022. L’offre doit inclure des propositions pour l’entreposage et l’inspection des stocks. Les propositions doivent inclure des options d’économies d’échelle, de prix groupés et de remises aux distributeurs, le cas échéant.

 Détails de la portée du travail

Les responsabilités comprennent les éléments suivants, sans s’y limiter :

  •     L’approvisionnement en équipement tel qu’indiqué et la communication de prix fermes à partir de la date de soumission jusqu’à la fin des Jeux;
  •     La communication de prix d’expédition fermes;
  •     La planification des commandes en souffrance ou les ruptures de stock;
  •     La planification du suivi des commandes;
  •     Prévoir de s’assurer que les commandes arrivent aux Jeux dans le bon ordre et sans être endommagées.

Nous encourageons les soumissionnaires à inclure des caractéristiques d’accessibilité dans leur proposition là où cela s’avère pertinent et approprié.

Durabilité

Nous encourageons les soumissionnaires à décrire les mesures entreprises pour assurer la durabilité et le caractère écologique de la conception, la production et l’obtention des matériels ou services fournis, et d’en inclure des exemples concrets.

CINQUIÈME SECTION | EXIGENCES DE SOUMISSION À REMPLIR  

La capacité de l’entreprise à répondre aux exigences énoncées dans la portée du travail

Nous sommes à la recherche de propositions exhaustives qui démontrent clairement la capacité de votre entreprise à répondre à nos exigences. Assurez-vous d’inclure, au minimum, les informations suivantes :

  • les dates clés ou le chemin critique du projet;
  • remplir la carte de tarifs incluse à l’annexe A;
  • l’identification de toute phase du projet qui sera confiée à un sous-traitant et les renseignements pertinents sur celui-ci;
  • le C. V. du membre du personnel qui sera désigné agent de liaison pour l’organisation Niagara 2022; 
  • la force de leur chaîne d’approvisionnement.

L’expérience et l’expertise avérées de l’entreprise dans le cadre de projets similaires

Décrivez en détail au moins un (1) projet comparable réalisé par le soumissionnaire au cours des trois à cinq dernières années. Assurez-vous d’inclure les détails pertinents de chaque projet, tels que :

  • la description de la portée du travail; 
  • les délais d’exécution pour chaque phase du projet;

La rentabilité de la proposition

Notre processus décisionnel visera à établir un partenariat avec l’entreprise qui est le plus en mesure de réaliser les objectifs des JEC Niagara 2022, sans compromettre la rentabilité. 

Les commandites et les contributions en nature

La Société hôtesse des JEC Niagara 2022 ne recherche pas uniquement des fournisseurs qui adoptent un modèle de rémunération à l’acte. Nous sommes de l’avis que tout partenaire associé aux JEC Niagara 2022 devient partenaire stratégique de l’événement en offrant à la fois des services rémunérés à l’acte ainsi que des contributions en nature.

Nous encourageons les soumissionnaires à inclure un pourcentage de réduction au budget apporté par toute contribution en nature permettant de l’alléger (une réduction des coûts énoncés dans la portée du travail) ou de rendre possible une autre amélioration au projet (des services ou des éléments ajoutés pas expressément décrits dans la portée du travail).

Par ailleurs, en tant que Société hôtesse, nous sommes toujours à la recherche de possibilités de commandites en espèces. Si vous êtes intéressés à devenir commanditaire en espèce, veuillez nous le communiquer en conjonction avec votre soumission de proposition, ou indépendamment de celle-ci.

L’exhaustivité et les caractéristiques de durabilité de la proposition

Modalités du contrat 

Tout matériel et rapport produit et toutes données recueillies par le contractant ou un sous-traitant au nom des JEC Niagara 2022 sont confidentiels et sont la propriété exclusive des JEC Niagara 2022. Il est interdit au contractant de partager les données des clients, les coordonnées des intervenants de l’industrie ou des participants au programme, ou quelconque matériel concernant le programme, etc. sauf si expressément autorisé par les JEC Niagara 2022.

Cette DP ne couvre aucun coût engagé par la préparation de la proposition ou l’approvisionnement des services sous contrat. Les JEC Niagara 2022 se réservent le droit d’accepter ou de refuser toute proposition reçue en réponse à cette DP, de négocier avec les soumissionnaires qualifiés, et d’annuler la DP, en partie ou dans son intégralité, à sa discrétion exclusive.

Les JEC Niagara 2022 se réservent également le droit de refuser la collaboration avec tout partenaire, fournisseur ou commanditaire qui risque de nuire à l’image de l’organisme ou d’un intervenant quelconque des Jeux.

Politique de vaccination obligatoire contre la COVID-19

La Société hôtesse exige que tous les membres du personnel et les entrepreneurs soient entièrement vaccinés contre la COVID-19. 

Les entrepreneurs qui choisissent de ne pas se faire vacciner ne seront pas autorisés à se présenter sur les sites de la Société hôtesse. Les entrepreneurs doivent confirmer que tous leurs employés se présentant sur les sites de la Société hôtesse sont entièrement vaccinés. L’envoi d’un employé qui n’est pas entièrement vacciné à un site de la Société hôtesse peut être considéré comme un motif pour la Société hôtesse de résilier le contrat avec l’entrepreneur.

Les JEC Niagara 2022 demandent que toute soumission comporte une (1) copie numérique de la proposition.

Daily Update: October 8th, 2021

With national employment growth of 157,000 jobs in September, Canada has returned to pre-pandemic levels of employment.

Canadian employment returns to pre-pandemic level

National employment rose by 157,000 (+0.8%) in September, the fourth consecutive monthly increase. The unemployment rate fell by 0.2 percentage points to 6.9%. Employment returned to its February 2020 level in September, increasing by 157,000 (+0.8%). The employment rate was 60.9%, 0.9 percentage points lower than in February 2020. The labour force participation rate was 65.5% in September, matching the rate observed in February 2020.

Ontario welcomes return of 1.1 million jobs lost due to COVID-19

Provincial employment rose by 73,600, returning the province to pre-pandemic employment levels. Vic Fedeli, Minister of Economic Development, Job Creation and Trade, welcomed the news. “As our #TeamOntario vaccine campaign continues,” he commented, “and proof of vaccination is now required to access certain businesses and settings, it is more important than ever to ensure we are well-prepared for the future.

Minister Fideli also highlighted the announcement of October 1 as Manufacturing Day to kick off a full month of activities to celebrate our province’s world class manufacturers, and the 2021 Burden Reduction Report: Fueling Future Growth by Modernizing Ontario’s Regulatory System.

Niagara employment up 8,900

NWPB’s Eye on Employment outlines the latest data from Statistics Canada’s Labour Force Survey. These data report that in September of 2021, Niagara saw 8,900 more people in employment compared to August 2021. This increase can be attributed to gains in full-time employment (+9,300).

Notably, we saw Niagara’s unemployment rate decrease from 10.4% in August to 8.2% in September. In addition, we saw gains in both the participation and employment rates. The size of the labour force also increased to 232,100 people in September – outnumbering the labour force seen in September 2019 (221,200 people).

Together, these trends likely indicate a labour market that is actively seeking employment. With the increase in employment rates, more people are finding employment, though our unemployment rate in September 2021 (8.2%) still surpasses that seen in September 2019 (5.8%).

Chief Public Health Officer of Canada: fourth wave could decline if vaccine uptake and public health measures are maintained

The updated longer-range modelling forecast suggests that at current levels of transmission, the Delta-driven fourth wave could decline in the coming weeks if we maintain vaccine uptake and existing public health measures. This is a significant improvement over the previous trajectory presented in early September, when a large resurgence was forecast. The re-introduction of public health measures in heavily impacted areas has helped slow overall epidemic growth, nationally. Although several jurisdictions are still facing considerable challenges, this update reaffirms that by achieving a strong foundation of protection, with over 82% of eligible Canadians fully vaccinated, and applying public health measures, epidemic growth can be managed.

The Canadian economy posted a monster jobs gain in September, pushing employment back to its pre-pandemic levels, and the jobless rate hit an 18-month low, Statistics Canada data indicated on Friday.

Analysts said the figures showed the recovery from the COVID-19 pandemic was gaining pace but predicted the Bank of Canada would want to see sustained evidence of strength before adopting a more aggressive stance on the timing of interest rate hikes.

Statistics Canada reported a net gain of 157,100 new jobs, all of them in full-time employment. The jobless rate dipped to 6.9%, the lowest level since February 2020.

Canada’s chief public health officer says that in spite of the challenges posed by the current wave of the COVID-19 pandemic, there are good reasons for optimism in the latest federal modelling data.

Speaking at a technical briefing on the data today, Dr. Theresa Tam said the virus’s reproductive number (Rt) has fallen below one for the first time since mid-July.

That means new infections are on a downward trajectory in Canada for the first time in months.

“However, Rt has only just fallen below one nationally, and still may be at or above one in some areas,” Tam said. “To bring the epidemic under control, Rt needs to be maintained consistently below one.”

On October 8, there were 11 patients admitted to Niagara Health with COVID-19, 10 of whom were unvaccinated and 1 of whom was fully vaccinated. There were 4 patients with COVID-19 in a Niagara Health Intensive Care Unit.

Over the last 28 days, a Niagara resident vaccinated with 1 dose was 3.6 times more likely to contract COVID-19, and an unvaccinated person was 6.6 times more likely. The average weekly rate of hospitalized cases in unvaccinated Canadians was 36 times higher compared to fully vaccinated people. Niagara Health has reported that no vaccinated patients have required intensive care to date.
