Effective September 25, 2021, at 12:01 a.m., capacity limits will be increased in many of the indoor settings where proof of vaccination is required. Meeting and event spaces, such as banquet halls and conference/convention centres; sporting events; concerts, theatres and cinemas; racing venues (e.g., horse racing); and commercial and film television productions with studio audiences will be increased to up to 50 per cent capacity or 10,000 people (whichever is less) for indoor events.

For certain outdoor event venues where patrons stand, capacity limits will increase to up to 75 per cent capacity or 15,000 people (whichever is less). For certain outdoor event venues where patrons are seated, capacity limits will be increased to up to 75 per cent capacity or 30,000 people (whichever is less).

Fort Erie On-Demand Transit service begins October 4

The Town of Fort Erie will be officially switching to On-Demand Transit (ODT) service from a fixed-route service, starting October 4, 2021. This new service gives riders the ability to request a ride through a new On-Demand Transit app (available for download at the Apple Store and Google Play), by boarding an ODT vehicle or by calling 1-833-BUS-LINE (287-5463).

One quarter of Canadians report feeling high stress most days during the pandemic

During the period from April to June 2021, one-quarter of Canadians reported experiencing high levels of stress most days, and nearly half of Canadians considered that their stress levels were worse than prior to the pandemic. This was particularly true among women; those aged 25 to 54; the LGBTQ2+ population; and those living with children.

GO-VAXX mobile vaccination clinic returns to Niagara College on October 4

The GO-VAXX mobile vaccine clinic is coming back to Niagara College on Monday, October 4.

Niagara College students, staff, and members of the public born in 2009 or earlier will be able to receive a first or second dose of the Pfizer vaccine – no appointment required.

The converted Metrolinx bus will roll into place at the Daniel J. Patterson Campus in Niagara-on-the-Lake in the morning, and the Welland Campus in the mid-afternoon.

  • 10 a.m. to 2 p.m. at the Daniel J. Patterson Campus in Niagara-on-the-Lake in parking lot A (south side)
  • 3:30 p.m. to 7:30 p.m. at the Welland Campus in parking lot in parking lot A (east side).

  • Immigrant Employment Councils of Canada (IECC) launched a National Employer Online Learning Hub. This tool will help IECs promote innovative ideas and best practices in strategizing immigrant inclusion in the Canadian economy. Employers accessing the learning hub will realize a competitive advantage in attracting, hiring, training and retaining qualified, competitive immigrant talent.
  • The #ImmigrantsWork campaign led by the World Education Services (WES) and IECC released the Immigrant Inclusion Employer Playbook. This playbook was created in response to employment impacts seen throughout the pandemic. The goal of this playbook is to highlight the importance and value of including immigrant talent, while also providing tools and strategies for employers seeking to create more inclusive workplaces.

Niagara Public Health recommends workplaces implement vaccination policies, offers resources to do so

Niagara Region Public Health is recommending local employers establish a workplace vaccination policy to protect their employees and clients from COVID-19, and to prevent disruption of business recovery.

With the Delta variant currently driving a fourth wave in Niagara, there have been 11 workplace outbreaks so far in September. This has required many employees to isolate as close contacts, disrupting business and impeding the economic recovery so many businesses need. A common denominator of workplace outbreaks has been low vaccination uptake by employees.

A COVID-19 vaccination policy is the most effective means to increase vaccination coverage in the workplace.

Niagara Public Health has developed COVID-19 vaccination workplace policy resources for:

  • Organizations mandated by a provincial directive to have a vaccination policy that are looking for additional resources to strengthen their existing policy
  • Any workplace or organization that wants to voluntarily create a COVID-19 vaccination policy
  • Businesses that require Ontarians to provide proof of vaccination

Andrew Peller Ltd., Vintage Hotels, Arterra Wines Canada, Rankin Construction Inc., and Great Wolf Lodge Niagara Falls are among the major Niagara employers to have already stepped forward with a mandatory vaccination policy.

Niagara Health COVID-19 vaccination clinic to permanently close on Saturday, Sept. 25

After administering almost 260,000 doses, Niagara Health will permanently close the COVID-19 vaccination clinic at the St. Catharines Site on Saturday, Sept. 25.

Vaccination remains a priority, and there will be a number of options for Niagara residents to get vaccinated, including:

  • Same-day and future appointments at public health clinics through the provincial booking tool or by calling 1-833-943-3900 (you can continue to book or walk-into Niagara Health’s clinic until Sept. 25).
  • Dedicated pop-up clinics by Niagara Region Public Health in convenient locations.
  • Participating pharmacies and primary care providers.

38,000 fewer Canadians received Employment Insurance in July

The number of Canadians receiving regular Employment Insurance (EI) benefits dropped by 38,000 (-2.4%) in July to 1.5 million. British Columbia, Nova Scotia and New Brunswick accounted for most of the decrease. There was little change in Ontario.

In July, one-third (33.2%) of regular EI recipients last worked in one of four industries involved in providing in-person services: 13.8% in accommodation and food services; 10.8% in retail trade; 4.6% in other services; and 4.0% in information, culture and recreation.

Illustrating the impact of easing public health measures over the course of the summer, the number of EI recipients who last worked in these industries was 22.7% lower (-150,000) in July than in May.

Minimal increase in international travel to Canada since fully vaxxed welcomed

Canada saw only a slight increase in the volume of foreign nationals entering the country in the first week after the border opened to those who are fully vaccinated against COVID-19.

According to Canada Border Services Agency data, between Sept. 6 and Sept. 12, 95,381 foreign nationals who were travelling by commercial air landed in Canada, compared to 79,886 the week prior.

Canada extends flight ban from India

As Canada prepares for the return of direct flights from India to Canada, Transport Canada is announcing an extension of the Notice to Airmen (NOTAM) that restricts all direct commercial and private passenger flights to Canada from India until September 26, 2021, at 23:59 EDT.

Job vacancies up as labour market adjusts to changes in public health measures

As the labour market adapted to challenges associated with the third wave of the COVID-19 pandemic in late spring and early summer, there were 731,900 job vacancies in the second quarter of 2021. Previously released data from the Labour Force Survey (LFS) showed that during the quarter, employment fell in April (-207,000; -1.1%) and May (-68,000; -0.4%) as public health measures were tightened in several jurisdictions, and then rebounded in June (+231,000; +1.2%) as restrictions were eased (seasonally adjusted).

There were 25.8% (+150,300) more vacancies in the second quarter of 2021 than in the same quarter two years earlier.

Ford says vaccine passports are the ‘best chance’ Ontario has to avoid another lockdown

Premier Doug Ford welcomed the launch of COVID-19 vaccine certificates in Ontario, saying the system is essential to prevent the province from entering into another lockdown.

The premier made the remarks at a news conference on Wednesday morning, just hours after the vaccine certificate system came into effect, noting the certificates are a temporary, but vital new measure to combat the disease.

Ontario’s new vaccine certificate system requires patrons at dine-in restaurants, nightclubs, cinemas, gyms, sports facilities and other venues to present a receipt of full vaccination along with government identification before entering.

More than 1,000 COVID cases reported in Ontario schools, government states “this is not cause for alarm”

Over the first few weeks of the school year, there have been 1,046 confirmed cases of COVID-19 among students and staff who attend school in-person. With over 2 million students, over 300,000 education workers and school partners and 4,844 publicly funded elementary and secondary schools in the province, the Government of Ontario reports this is not cause for alarm and in-person learning continues to remain safe. The Government of Ontario reports that it is monitoring closely and as expected, most cases are contracted in the community and not in the schools themselves.

City of Port Colborne receives $19,000 to help local small businesses with digital transformation

Through renewed investment in Digital Main Street’s Ontario Grants Program (OGP), the City of Port Colborne has received $19,000 to help local small businesses with digital transformation. Renewed funding of the OGP — including investment from the Ontario Ministry of Economic Development, Job Creation and Trade — will provide qualified brick-and-mortar businesses with the assistance of a Digital Service Squad (DSS) member and the opportunity to receive a $2,500 Digital Transformation Grant. The OGP is administrated by the Ontario BIA Association, in partnership with the Toronto Association of BIAs (TABIA).

Premier Ford calls for unity over vaccinations, stresses need to avoid future lockdowns

In a media release, Ontario Premier Doug Ford reminded Ontarians that the province would introduce its own vaccine certificate this Wednesday to enter certain higher-risk businesses and settings. The Premier stated that he understood concerns about protecting civil liberties and right to privacy, but that the greater concern is having to shut down again or experience a sudden surge in cases like in Alberta and Saskatchewan, concluding that we need to do everything in our power to avoid future lockdowns and closures.

The election is over. Time to get serious about economic growth

The Canadian Chamber of Commerce’s President and CEO, Perrin Beatty, issued the following statement today on the actions that Canadians and the business community need to see from our next Parliament.

“The clear message from last night’s election is that our politicians need to get back to work on the issues that matter. With an election that lacked a meaningful debate on the economy, it is critical for Parliament and the government to resume the business of governing the country. Canadians want less politics and more leadership from their elected officials.

Businesses and the millions of Canadians they employ need action on two critical issues: safely managing the fourth wave of the pandemic without further lockdowns and implementing a strategy to restore economic growth to address our urgent and growing fiscal challenges.

The recovery must be led by the private sector. We cannot borrow our way to prosperity, and we cannot confuse government spending with economic growth. We need to get very serious about growth if we are to have any hope of paying for our enormous pandemic debt and dealing with the coming costs of climate change.”


Global economy will suffer as long as rich countries don’t help vaccinate poor ones, OECD warns

A leading international economic watchdog urged developed countries to put more effort into providing low-income countries with coronavirus vaccines in order to ensure that the global recovery from the pandemic is more even.

In its latest assessment of the state of the global economy, the Paris-based Organization for Economic Cooperation and Development said Tuesday that the global recovery from the shock of the pandemic is faster than it anticipated a year ago. Though the global economy has more than recouped the 3.4 per cent output lost in 2020, it cautioned that the recovery is “uneven.”

The OECD, which monitors and advises its 38 member countries, modestly downgraded its growth forecast for this year to 5.7 per cent from 5.8 per cent previously. For 2022, the OECD raised its forecast to 4.5 per cent from 4.4 per cent.

Reminder: Ontario Worker Income Protection Benefit extended to December 31, 2021

Paid infectious disease emergency leave was originally set to end September 25, 2021. It will now continue until December 31, 2021. Employers are now required to provide eligible employees with up to three days of paid infectious disease emergency leave because of certain reasons related to . Eligible employers must make their application for reimbursement to the Workplace Safety and Insurance Board within 120 days of the date the employer paid the employee, or by April 30, 2022, whichever is earlier.

Niagara Health re-opening St. Catharines Site COVID-19 assessment centre

Niagara Health is re-opening its COVID-19 drive-through assessment centre at the St. Catharines Site on Tuesday, Sept. 21 due to an increase in demand for testing. The St. Catharines Site assessment centre will be in addition to the Greater Niagara General assessment centre in Niagara Falls. The operating hours for both locations will be 8 a.m. to 4 p.m., seven days a week, including all holidays.

Book a COVID-19 test appointment online or call 905-378-4647 ext. 42819 (4-CV19). Please note that walk-ins are not accepted for COVID-19 testing at either location.

NSERC announces $1.75 million renewal for Niagara College Technology Access Centre

Thanks to continued investment from the federal government, Niagara College’s Canadian Food and Wine Institute (CFWI) Innovation Centre will further advance its state-of-the-art services to food and beverage companies wishing to innovate, grow and compete in the global marketplace.

The Natural Sciences and Engineering Research Council of Canada (NSERC) has awarded a $1.75 million renewal of Technology Access Centre (TAC) funding for the NC Research & Innovation division’s CFWI Innovation Centre for another five years, at $350,000 per year. The renewal grant is through NSERC’s College and Community Innovation (CCI) program.

Forget Asia — businesses that dare to venture into Africa are poised to reap the rewards

International trade has received little attention on the campaign trail, but the policy books suggest that the next government could take an interest in Africa, a part of the world that Ottawa has mostly ignored for the better part of two decades.

The Liberal platform states the party would develop a strategy of “economic co-operation” to support the recently ratified African Continental Free Trade Agreement (AfCFTA), increase infrastructure investment and expand partnerships in research and innovation.

Conservatives say they would partly reorient Canadian supply chains to Africa and “fully engage” with the 54 members of AfCFTA, “particularly in infrastructure, energy transition, technology, minerals, and food security partnerships.” They also plan to pursue an intelligence-sharing partnership with the African Union and establish “strategic outlooks” with a select few countries.


Sorry, a coronavirus infection might not be enough to protect you

Immune cells can learn the vagaries of a particular infectious disease in two main ways. The first is bona fide infection, and it’s a lot like being schooled in a war zone, where any lesson in protection might come at a terrible cost. Vaccines, by contrast, safely introduce immune cells to only the harmless mimic of a microbe, the immunological equivalent of training guards to recognize invaders before they ever show their face. The first option might be more instructive and immersive—it is, after all, the real thing. But the second has a major advantage: It provides crucial intel in the absence of risk.

Some pathogens aren’t memorable to the body, no matter the form in which they’re introduced. But with SARS-CoV-2, we’ve been lucky: Both inoculation and infection can marshal stellar protection. Past tussles with the virus, in fact, seem so immunologically instructive that in many places, including several nations in the European Union, Israel, and the United Kingdom, they can grant access to restaurants, bars, and travel hubs galore, just as full vaccination does.

In the United States, conversely, only fully vaccinated Americanscan wield the social currency that immunity affords.

Youth Employment in Niagara

Niagara Workforce Planning Board

COVID-19 significantly impacted young people’s ability to find and maintain employment. NWPB has started a series of blogs dedicated to sharing trends on local youth employment, highlighting the experiences of local youth, and focusing on youth-reported goals related to education, careers and training – particularly ways in which they believe these goals can be supported.

The first post in the series is available on NWPB’s website here. In addition, we have a youth-employment dashboard that is updated on a monthly basis available here.

Some trends from the latest update include:

  • 30,800 youth reported employment in August 2021. This is an increase compared to August 2020 (22,800 employed) but is still lower than August 2019 (36,000 employed).
  • The youth employment rate increased from 54.2% in July to 65.3% in August 2021
  • The youth participation rate increased from 65.7% in July to 75.6% in August 2021
  • The youth unemployment rate decreased from 17.5% in July to 13.7% in August 2021

Niagara-on-the-Lake will step up enforcement for short-term rentals

The Town is reminding Short Term Rental owners and operators that all Short Term Rental properties in Niagara-on-the-Lake must be licensed to operate. For more information about the Town’s licensing process and requirements, please visit notl.com/content/short-term-rentals. By-law Officers are actively enforcing the Town’s Short Term Rental By-law, including the use of unlicensed properties. Since the implementation of AMPS, or the Administrative Monetary Penalty System (AMPS), twelve (12) tickets have been issued to Short Term Rental operators.

Niagara College Commercial Cannabis Production program granted Health Canada license to produce hemp

Niagara College’s Commercial Cannabis Production program is growing its comprehensive curriculum after acquiring a licence from Health Canada to cultivate industrial hemp.

A virtual jack of all trades among field and greenhouse crops, industrial hemp is a specific type of Cannabis sativa L. plant grown for a variety of uses, including home insulation, textiles, paper, biofuel, cannabidiol (CBD) for medical uses, and even food. Industrial hemp differs from cannabis produced for recreational purposes because it’s non-intoxicating, containing 0.3 per cent or less tetrahydrocannabinol (THC).

The truth of the fourth wave of COVID-19 in Canada is starkly clear inside the intensive care unit at Hamilton General, where the majority of the COVID-19 patients struggling on life support are young — and unvaccinated.

The team at Hamilton General invited CTV News inside the tense ICU in the hopes of giving Canadians a look at the reality they go through every week as Delta cases climb.

“I think it’s important for Canadians to see that this is real,” Dr. Sunjay Sharma, medical director of critical care, told CTV News. “None of these people thought two months ago they would end up here. And now they’re here. And some of them won’t survive.”

The Ministry of Health has released an FAQ document for businesses detailing the requirements of the Proof of Vaccination rules which will take effect on the 22nd. Topics addressed include affected businesses, government support, vaccination policies for employees, retention of information, acceptable proof of vaccination, medical exemptions, and more.

Five major Niagara employers announce mandatory employee vaccination policy

Andrew Peller Ltd., Vintage Hotels, Arterra Wines Canada, Rankin Construction Inc., and Great Wolf Lodge Niagara Falls have announced that they will be introducing new health and safety policies to further protect employees and customers that make it mandatory for all employees to be fully vaccinated against COVID-19.

Each firm will develop its own individual policies in compliance with legislation, but all five firms recognize that vaccination is the most effective way to protect both employees and customers. Each company will fulfill its duties to accommodate employees who, for valid reasons such as medical conditions, cannot be vaccinated. Proven accommodations that do not put others at risk will be considered.

St. Catharines approves development charges bylaw

St. Catharines City Council has approved the re-introduction of development charges. After extensive public engagement with the community and stakeholders – including the development industry and the City’s Development Studies Task Force, Council approved a development charges background study and bylaw Monday night, paving the way for development charge bylaw to come into effect January 1, 2022. Development charges are fees imposed on land development and redevelopment projects to help pay for the cost of infrastructure required to provide municipal services to new development, such as roads; transit; water and sewer infrastructure; fire services infrastructure; and park amenities and community centres.

Inflation grows at fastest rate since 2003

The Consumer Price Index (CPI) rose 4.1% on a year-over-year basis in August, the fastest pace since March 2003, up from a 3.7% gain in July. The increase in prices mainly stems from an accumulation of recent price pressures and from lower price levels in 2020. Excluding gasoline, the CPI rose 3.2% year over year.

Inflation rate spikes to 4.1% in August, highest since 2003

Canada’s consumer price index touched its highest level in almost two decades last month, as the price of just about everything is up sharply compared to the lows of a year ago.

Statistics Canada reported Wednesday that the inflation rate hit 4.1 per cent in August, the highest level since 2003. That’s up from 3.7 per cent in July, which was already the highest rate in a decade.

Just about every type of good or service was a lot more expensive in August than it was a year earlier, including shelter (up 4.8 per cent), transportation (8.7 per cent) and food (2.7 per cent).

The homeowners’ replacement cost index, which is related to the price of new homes, rose by 14 per cent in the year up to August. That’s the sharpest jump in that metric since 1987.


Salaries set to rise the most in five years in 2022 — and these sectors will see the biggest raises

Canadian employers are planning to boost salaries in 2022 as the war for talent continues apace — but pay may no longer be what employees value most.

Employers are projecting salary increases in line with pre-pandemic levels and a sharp drop in salary freezes, reflecting growing certainty with the economic recovery and a need to compete for top talent, according to new surveys by consultancies Normandin Beaudry and Lifeworks Inc.

Normandin Beaudry found the national salary increase is expected to rise to 2.8 per cent, excluding freezes, in 2022, while Lifeworks projected 2.7 per cent increases, excluding freezes. Lifeworks said the actual base salary increase minus freezes in 2021 was 2.6 per cent.

On September 14, there were 13 patients admitted to Niagara Health with COVID-19, of which 12 were unvaccinated, 0 were partially vaccinated, and 1 was fully vaccinated. There were 4 patients with COVID-19 in a Niagara Health Intensive Care Unit.

Over the last 28 days, a Niagara resident vaccinated with 1 dose was 4.2 times more likely to contract COVID-19, and an unvaccinated person was 7.5 times more likely.
