The Ontario government is reinstating renewal requirements for driver’s licences, licence plate stickers, Ontario Photo Cards, Ontario health cards, and other products that would have expired on or after March 1, 2020, but were extended to provide immediate relief to Ontarians during the COVID-19 pandemic. Those needing to renew their provincial documents are encouraged to use ServiceOntario’s convenient and easy-to-use online option.

Port Colborne rainbow crosswalk showcases commitment to inclusivity and diversity

As of today, a splash of colour can be seen in downtown Port Colborne with the installation of a rainbow crosswalk.

To celebrate and support inclusivity of the LGBTQ2+ community, the City of Port Colborne in partnership with the Downtown BIA, installed a rainbow crosswalk at the corner of West Street and Clarence Street. In June 2021, the Downtown BIA brought a report to Council, suggesting the need to be the next “Safe Space” landmarked in Niagara by a rainbow crosswalk.

Welland City Hall and other facilities will reopen to the public on September 7

Welland City Hall and other city facilities are reopening to the public beginning Tuesday, September 7. During facility closures, staff installed building modifications to meet the standards and guidelines provided by public health. As a result, installing floor markers, service counter barriers, and establishing entry and exit points facilitating safe traffic flow is in place when doors open Sept. 7.

Niagara Health vaccination clinic to be closed Monday, Sept. 6

Niagara Health’s vaccination clinic at the St. Catharines Site will be closed on Labour Day (Monday, Sept. 6) due to low bookings.

Regular operations, including booked and walk-in appointments, will resume Tuesday, Sept. 7.

Residential building permits down over 10% in Ontario

The total value of building permits in Canada decreased 3.9% to $9.9 billion in July. Seven provinces reported declines in the residential sector, led by Ontario (-10.5%). Single-family permits fell 9.6% in July, with two provinces showing growth. Ontario (-9.1%) contributed the most to the decrease. Non-residential permit values declined 5.6% to $2.9 billion in July, despite Ontario’s strong growth of 17.3%.

Chip shortage forces GM to extend factory closures

CBC News

General Motors Co. will reduce production at most North American assembly plants this month because of the ongoing semiconductor chip shortage, hitting its profitable truck and sport utility vehicles, it said on Thursday.

The largest U.S. automaker will halt production next week at its Fort Wayne plant in Indiana and its Silao plant in Mexico, both of which build pickup trucks. In total, GM is cutting production at eight North American assembly plants in September.

How many people have died because of the covid-19 pandemic? The answer depends both on the data available, and on how you define “because”. Many people who die while infected with SARS-CoV-2 are never tested for it, and do not enter the official totals. Conversely, some people whose deaths have been attributed to covid-19 had other ailments that might have ended their lives on a similar timeframe anyway. And what about people who died of preventable causes during the pandemic, because hospitals full of covid-19 patients could not treat them? If such cases count, they must be offset by deaths that did not occur but would have in normal times, such as those caused by flu or air pollution.

Ontario will require full vaccination and proof of vaccination status to access certain businesses and settings starting September 22, 2021.

Government of Ontario to introduce “vaccine passport” system from September 22

The government of Ontario will require people to be fully vaccinated and provide proof of their vaccination status to access certain businesses and settings starting September 22, 2021.

As of September 22, 2021, Ontarians will need to be fully vaccinated (two doses plus 14 days) and provide their proof of vaccination along with photo ID to access certain public settings and facilities. This approach focuses on higher-risk indoor public settings where face coverings cannot always be worn and includes:

  • Restaurants and bars (excluding outdoor patios, as well as delivery and takeout);
  • Nightclubs (including outdoor areas of the establishment);
  • Meeting and event spaces, such as banquet halls and conference/convention centres;
  • Facilities used for sports and fitness activities and personal fitness training, such as gyms, fitness and recreational facilities with the exception of youth recreational sport;
  • Sporting events;
  • Casinos, bingo halls and gaming establishments;
  • Concerts, music festivals, theatres and cinemas;
  • Strip clubs, bathhouses and sex clubs;
  • Racing venues (e.g., horse racing).

A negative COVID-19 test or recent COVID-19 infection will not entitle a person to enter these settings, with narrow time-limited exceptions for testing. A previous infection is not a substitute for being fully vaccinated.

These requirements will not apply to settings where people receive medical care, food from grocery stores, medical supplies and the like.

The government indicated that indoor masking policies would remain in place after September 22nd.

The government has promised that guidance will be provided to business ahead of September 22 to ensure they are prepared.

Individuals who cannot receive the vaccine due to medical exemptions will be permitted entry with a doctor’s note until recognized medical exemptions can be integrated as part of a digital vaccine certificate. Children who are 11 years of age and younger and unable to be vaccinated will also be exempted from these requirements.

Ontarians currently have access to a paper or PDF vaccine receipt that includes all relevant information to prove that they are fully vaccinated. As of September 22, Ontarians will be required to show their vaccine receipt when entering designated settings along with another piece of photo identification, such as a driver’s licence or health card. This is similar initial implementation approach announced in British Columbia.

Ontario will also introduce an enhanced digital vaccine receipt that features a QR code. This digital vaccine receipt can be kept on a phone.

Pop-up clinics continue at Niagara schools this week

Vaccination clinics will run from 10 a.m. – 6 p.m., and both Moderna and Pfizer vaccines will be available. Although students will receive priority for vaccination, the pop-ups will be open to walk-ins from everyone who is eligible (12 + and those who are turning 12 this year – born on or before Dec. 31, 2009) and looking to get their first or second dose of the COVID-19 vaccine.

Niagara municipalities seek operator to support growth of airport

The Niagara District Airport Commission (NDAC) has released a Request for Proposal (RFP) to officially begin the process of finding a third party to operate the Niagara District Airport. The RFP invites proposals for a partner to enter into a long-term lease for the operations of the airport, located in the Town of Niagara-on-the-Lake.

Bank of Canada designates Lynx as a systemically important payment system

Bank of Canada Governor Tiff Macklem has designated Lynx, which is owned and operated by Payments Canada, as a systemically important payment system under the Payment Clearing and Settlement Act. Given how important Lynx is as Canada’s wholesale payment system, a disruption or failure of this system could significantly and adversely affect the financial system and economy. This designation brings Lynx under formal Bank oversight.

Quebec’s vaccine passport goes into effect, limiting much of public life for those unvaccinated

Starting today, proof of vaccination will be as much of a daily necessity in Quebec when leaving the house as a wallet or house keys.

Dubbed the COVID-19 vaccination passport, digital or paper documentation will be required to take part in much of public life, from having a beer to playing badminton.

Other provinces — including British Columbia, Manitoba and Ontario — are poised to implement their own systems in the days and weeks to come.

Employers struggle to find workers with right digital skills

Nearly eight in 10 (79 per cent) of Canadian employers say the pandemic has changed the way they work, and they need more employees with IT skills.

To address this, 69 per cent plan to hire more staff over the next three years, according to a KPMG survey.

However, more than two-thirds (68 per cent) say they are having a hard time hiring people with the skill sets they need to grow. And more than half (52 per cent) are not confident they will find people with the skills they need and will consider recruiting outside Canada.

Premier Doug Ford met with ministers to deliberate on a vaccine passport system after an initial plan was rejected by cabinet last night.

Today’s daily update was delayed to report on a potential vaccine passport announcement from the Government of Ontario.

Premier Doug Ford met with his ministers this afternoon to deliberate on the details of a COVID-19 vaccine passport system for Ontario, a source told CBC/Radio-Canada, after an initial plan was rejected by cabinet last night.

A source with knowledge of the discussions couldn’t say specifically when a plan may be finalized, but added that it will be announced sometime in the coming days.

Niagara Health to administer third COVID-19 vaccine doses to select high-risk populations

The Province of Ontario recently announced offering third doses of a COVID-19 vaccine to select high-risk populations:

  • Transplant recipients (including solid organ transplant and hematopoietic stem cell transplants)
  • Patients with hematological cancers (examples include lymphoma, myeloma, leukemia) on active treatment (chemotherapy, targeted therapies, immunotherapy) for malignant hematologic disorders
  • Recipients of an anti-CD20 agent (e.g. rituximab, ocrelizumab, ofatumumab)
  • Residents of high-risk congregate settings including long-term care homes, higher-risk licensed retirement homes and First Nations Elder Care Lodges

Niagara Health will administer third COVID-19 vaccine doses starting Tuesday, Aug. 31 at our St. Catharines Site as walk-in only between 8 a.m. and 3 p.m. (closed between 12 and 1 p.m.) on a first-come, first-served basis.

GO Transit bus service coming to Brock

Last week, Metrolinx announced increased weekday services across the GO Transit network to meet passenger demand as many people return to school and the workplace this fall. Included in the new services are GO buses serving Brock University. Route 18 (Lakeshore West) has been extended from Hamilton to Stoney Creek, Grimsby, Beamsville and St. Catharines.

The U.S. State Department is now urging Americans to “reconsider travel” to Canada due to what the Centers for Disease Control call “high” levels of COVID-19 infection.

The new Level 3 travel advisory, issued today, marks a quick end to a three-week period when the warning to would-be travellers to Canada had been eased to “exercise increased caution.”

That Level 2 advisory coincided with Canada’s decision to allow fully vaccinated U.S. citizens and permanent residents back into the country.

August 31 is International Overdose Awareness Day. Niagara Falls and Welland’s Bridge 13 will be illuminated in remembrance of those we have tragically lost in our community to overdose. Many local businesses are also participating in an awareness campaign geared at opening supportive dialogue on substance use, and new artwork by artist DeadWeightOne will grace the wall of Pony Mini Mart in downtown St Catharines.

In Niagara, there were 150 confirmed opioid-related deaths in 2020. That is approximately 13 deaths per month. Preliminary numbers for 2021 indicate that this year may be more fatal than ever.

Canadians demand to know why they can fly — but still not drive — to the U.S.

When the United States announced it would keep its side of the Canada-U.S. land border closed to non-essential travel until at least Sept. 21, it got an earful from angry Canadians.

The U.S. Department of Homeland Security (DHS) broke the news earlier this month on Twitter, stating it was extending the closure “to minimize the spread of #COVID19, including the delta variant.”

That triggered dozens of complaints from Canadians — and also their American spouses — who argued the DHS explanation doesn’t add up, because Canadians can still fly into the U.S.


COVID-19 modelling: B.C.’s daily cases could approach record levels by late September

The number of COVID-19 cases recorded daily in British Columbia could approach record levels by late September under a “moderate transmission” scenario, according to new modelling data presented Tuesday.

One projection shared by provincial health officer Dr. Bonnie Henry indicated the number of reported COVID-19 cases could reach approximately 1,200 per day by Sept 27, depending on transmission and vaccination rates.

B.C.’s record for the most cases announced in a single day was 1,293 on April 18.

Ontario will announce a form of proof-of-vaccine certification — commonly known as a “vaccine passport” — for the province, sources tell CBC News. The plan is expected to be revealed early this week.

Sources with knowledge of the plan spoke on condition of confidentiality because they weren’t authorized to speak publicly.

The implementation of the COVID-19 vaccine passport will be discussed at a cabinet meeting scheduled for Tuesday. Sources say that while some cabinet members are opposed to a vaccine passport, the program will go ahead.

Transport Canada suspends all direct flights from Morocco

Based on the latest public health advice from the Public Health Agency of Canada, Transport Canada is issuing a Notice to Airmen (NOTAM) restricting all direct commercial and private passenger flights to Canada from Morocco from August 29, 2021, at 00:01 EDT until September 29, 2021, at 00:00 EDT. All direct commercial and private passenger flights to Canada from Morocco are subject to the NOTAM. Cargo-only operations, medical transfers or military flights are not included.

The Bloomberg Nanos Canadian Confidence Index, a measure of sentiment based on household polling, fell 1.6 points to 62.6 last week. That’s the biggest weekly decline since April 2020. The index is down almost four points since hitting a record high in July. The weakening sentiment among households could undermine what has been a big advantage for Trudeau heading into the Sept. 20 election. For much of this year until now, Canadians have been been feeling good about the economy and their finances.

Regional Council will create a COVID-19 vaccination policy for staff, and asked the Province and Feds for a proof-of-vaccination program.

Niagara Regional Council approves staff vaccination policy, calls on Province and Feds to produce proof-of-vaccine certificate

At yesterday evening’s meeting, Niagara Regional Council voted to direct the creation of a COVID-19 vaccination policy for staff, while also calling on the Provincial and Federal governments to create a proof-of-vaccination certificate program.

The staff vaccination policy will require all Regional staff to provide proof that they have received both doses of an approved COVID-19 vaccine. Staff who cannot provide proof of full vaccination will be required to be tested regularly and provide those results.

Council also voted to ensure the relevant parts of the staff policy will apply to members of council if they wish to attend in-person council meetings, conduct business at Regional facilities or attend official events in their capacity as a Councillor.

Later in the meeting, Regional Council passed a motion calling on the Provincial and Federal government to create a universal proof-of-vaccination certificate program to help residents easily prove their vaccination status.

Canadian economy continued to contract in May

Real gross domestic product contracted 0.3% in May, following a 0.5% decline in April. Total economic activity was about 2% below the level in February 2020, before the COVID-19 pandemic. Over the next three months, over one-quarter of businesses expected their profitability to decrease, 14.8% expected their sales to decrease, over one-fifth expected to increase the prices they charge and nearly four-fifths expected their number of employees to remain the same.

Brock amends fall term, classes on Sep 7-10 to be held online

Brock has decided that courses beginning between Tuesday, Sept. 7 and Friday, Sept. 10 will start online for those days only. On-campus instruction will resume on Monday, Sept. 13 for all courses except those already designated for online delivery in the Fall Term.

Courses that begin prior to Sept. 7, such as some in the Faculty of Education, are not affected and will proceed as planned between Sept. 7 and 10.

Heat warning in effect for Niagara this weekend

After a brief reprieve from the humidity today and tonight, hot and humid conditions return again on Saturday and last through Sunday. Weekend daytime maximum temperatures are 29 to 31 degrees Celsius, with humidex values of 37 to 42. Saturday nighttime minimum temperatures are 20 to 23 degrees Celsius.

Canada’s ruling Liberals promise C$1 bln to help provinces with vaccine passports

Canada’s ruling Liberals on Friday said that if re-elected they would provide C$1 billion ($792 million) to help the 10 provinces create special passports for people to prove they had been inoculated against COVID-19.

Polls show the Liberals, led by Prime Minister Justin Trudeau, are narrowly ahead of their Conservative rivals. The election is on Sept 20.

Moderna’s COVID-19 vaccine approved for 12- to 17-year-olds in Canada

Health Canada and the Public Health Agency of Canada said Friday that Moderna’s COVID-19 vaccine is now approved for use in adolescents.

“After a thorough and independent scientific review of the evidence, Health Canada has determined that the vaccine is safe and effective at preventing #Covid19 in youth aged 12 to 17,” the agencies said in a social media post.

The Pfizer-BioNTech vaccine was approved for Canadians in early May for those aged 12 to 15. That vaccine was approved for those 16 and older in December 2020, the same month Moderna’s shots got the go-ahead for Canadians over 18.

To reach net zero, we are going to have to change how we heat our houses. The way they are built will probably have to change, too. Perhaps the ubiquitous squat brick suburban house will become a thing of the past. Hopefully so will our Victorian pipe system and, for those of us who rent, our ancient boilers which make a disturbing noise.

We spoke to experts at the Centre for Alternative Technology (CAT) to find out what the eco-friendly house of the future could look like.

Daily Update: August 26th, 2021

Canada will be added to United Kingdom’s green travel list at end of month

The United Kingdom will move Canada to its green travel list at 4 a.m. British Summer Time on August 30th. While travellers to and from green list countries still have to take a COVID-19 test before traveling and after arriving, they are not required to quarantine upon arrival unless the test is positive.

Town of Lincoln receives $23,000 from Digital Main Street to launch Digital Service Squad

The Town of Lincoln, supported by the Downtown Bench Beamsville BIA, has announced that it has received a $23,000 grant from Digital Main Street’s Ontario Grants Program for a Digital Service Squad (DSS), which will provide trained digital specialists to work with local small businesses to help them adopt online technologies and digitally transform their sales, marketing, and back-office operations. The squad will begin visiting businesses in Lincoln on Monday, August 30, 2021.

The City of St. Catharines is looking to the public to provide input, via an online survey, to help identify their preferences when it comes to recreation programming, but also to provide new ideas for novel recreation programs. Canadian payroll employment up by over 200,000 in June

Payroll employment rose by 214,800 (+1.3%) in June, driven by increases in the services-producing sector in Ontario and Quebec. At the same time, average weekly earnings fell, as job gains were concentrated in lower-paying industries.

In June, public health measures implemented against the third wave of the COVID-19 pandemic were significantly eased. As a result, indoor and outdoor dining, recreation and cultural activities, retail shopping, and personal care services resumed or continued in most areas of the country, with varying degrees of capacity restrictions.

Provincial GO-VAXX bus to stop at Brock on September 9

A mobile COVID-19 vaccine clinic will roll into Brock University Thursday, Sept. 9.

The Ontario government recently partnered with Metrolinx to temporarily convert two GO Transit buses into mobile vaccination clinics as part of its effort to get as many people in the province vaccinated as possible.

One of the two buses will be set up in the Zone 3 parking lot at the main Brock University campus from approximately 11 a.m. to 7 p.m. on Thursday, Sept. 9 offering vaccines to students, faculty, staff and anyone from the wider community.

Positive Living Niagara StreetWorks Program aims to inform on International Overdose Awareness Day

International Overdose Awareness Day is on August 31st. Positive Living Niagara’s StreetWorks Program aims to open the dialogue about substance use in the Region, and is selling shirts to raise funds for their Community Fund.  In Niagara, there were 150 confirmed opioid-related deaths in 2020, or approximately 13 deaths per month. Preliminary numbers for 2021 indicate that this year may be more fatal than ever. In July 2021, Niagara EMS responded to a record breaking 105 overdoses throughout the Region.

Heat warning for Niagara to end tomorrow, may resume over weekend

Hot and humid conditions are expected to continue today. Daytime maximum temperatures are 30 to 32 degrees Celsius, with humidex values of 38 to 42. Nighttime minimum temperatures are 16 to 20 degrees Celsius. Slightly cooler and less humid air is expected on Friday, however, hot and humid conditions may return this weekend.

Canada’s ruling Liberals vow higher taxes on big bank profits to help fund COVID-19 recovery

Canada’s ruling Liberal Party said on Wednesday that if re-elected it would raise corporate taxes on the most profitable banks and insurers to help pay for the cost of the COVID-19 recovery.

The Liberals said they would hike the rate to 18% from 15% on all earnings over C$1 billion ($793 million) and vowed to establish a special dividend, so that those same institutions contribute more. The measures are expected to generate C$2.5 billion per year over four years, starting in 2022/23.


TD sees weaker growth in provinces that shun vaccine passports

Economists at Toronto-Dominion Bank, Canada’s second-largest lender, are warning provinces that refuse to implement vaccine passports will be hit hardest by a fourth-wave of COVID-19 cases.

Beata Caranci, the bank’s chief economist, said her group could cut its fourth-quarter forecasts for Ontario and other provinces that don’t have plans to limit high-risk activities for people who are not vaccinated. That’s because those regions are more likely to resort to lockdowns or other restrictions on business activity.

Niagara Health will require mandatory vaccination for new hires in addition to a mandatory vaccination policy.

Niagara Health announces mandatory vaccinations for new hires

As of Sept. 7, Niagara Health will require mandatory vaccination for new hires. This is in addition to last week’s announcement that Niagara Health, along with the other hospitals in our region, will be implementing a mandatory vaccination policy by Sept. 7 as per provincial directive. This program will require staff, physicians, contractors, learners/students, and volunteers to provide proof of full vaccination against COVID-19 or written proof of a medical reason for not being fully vaccinated or to participate in mandatory education about the benefits of COVID-19 vaccination. Hospitals will also be required to implement regular and mandatory testing of individuals who are not fully vaccinated.

Welland Transit to increase service in September

Riders of Welland Transit can expect a return to full services beginning Sunday, September 5. Transit, operating under reduced services during the recent steps of the province’s Roadmap to Recovery plan, brought 30-minute service back within the city during peak blocks on August 15.

Welland Transit continues to offer free rides to individuals travelling for their COVID-19 vaccination appointments.

One in five Canadians were victims of crime in 2019

One in five Canadians—19%, or nearly 6 million people 15 years and older—reported that they or their household had experienced at least one of the crimes measured by the GSS in 2019, Statistics Canada has reported. In total, there were more than 8 million incidents of criminal victimization, including sexual assault, robbery, physical assault, break and enter, theft of motor vehicles or parts, theft of household or personal property, and vandalism.

Air Canada mandates COVID-19 vaccination for all employees

Air Canada (AC.TO) said on Wednesday it would require all employees to get vaccinated against COVID-19, as the fast-spreading Delta variant drives an increase in infections.

The move by Canada’s largest carrier was in line with a government mandate that workers in the transportation sector be vaccinated by the end of October and follows similar moves by other major companies, including United Airlines.

Workers who are not vaccinated by Oct. 30 will face termination or be sent on unpaid leave, Air Canada said. It has also made full vaccination a condition of employment for new employees. However, the carrier will accommodate workers who cannot be vaccinated for reasons such as medical conditions.

Delta Air Lines will soon charge unvaccinated workers $200 a month health premium

Delta Air Lines will charge employees on the company health plan $200 US a month if they fail to get vaccinated against COVID-19, a policy the airline’s top executive says is necessary because the average hospital stay for the virus costs the airline $40,000 US.

CEO Ed Bastian said that all employees who have been hospitalized for the virus in recent weeks were not fully vaccinated.

The airline said Wednesday that it also will stop extending pay protection to unvaccinated workers who contract COVID-19 on Sept. 30, and will require unvaccinated workers to be tested weekly beginning Sept. 12, although Delta will cover the cost. They will have to wear masks in all indoor company settings.

Daily Update: August 24th, 2021

The margin continues to narrow between Liberals and Conservatives, with the latest polls showing only a 1.2% gap in national vote projection.

Pop-up vaccination clinic to be held in downtown St. Catharines this weekend

Residents who need a first or second dose of a COVID-19 vaccine are invited to pop in to an upcoming Niagara Region Public Health clinic at the FirstOntario Performing Arts Centre in St. Catharines. The clinic will run on Aug. 28 from noon to 8:45 p.m. and Sunday, Aug. 29 from 10 a.m. to 6 p.m., or until supplies run out.

The GNCC encourages all eligible people to get vaccinated as soon as possible to preserve health and life, avoid further economic restrictions, and ease the burden on our healthcare workers.

Lumber prices and silicon shortages drove increased input costs, lower net income for Canadian enterprises in Q2 2021

Input costs for Canadian businesses grew 6.1% on average over the second quarter, higher than the 5.7% increase seen in the first quarter. While an increase in the price of lumber drove the rise, input costs rose across most product lines, which drove up the costs of goods sold for Canadian producers. Consequently, net income before taxes in the non-financial sector declined by 2.0% in the quarter.

During the quarter, a worldwide shortage of semiconductor chips strongly contributed to the 1.0% decrease in net income before tax in the motor vehicles and trailer manufacturing industry. The shortage also caused a decline in exports of motor vehicles and parts due to partial shutdowns during the period.

Niagara College to require vaccination for all on campus

Students, employees, contractors and those visiting a Niagara College campus for college business will be required to provide proof that they are fully vaccinated or have received a first dose of a Health Canada or World Health Organization (WHO) approved vaccine by September 7, and a second dose/full vaccination by October 18.

Ontario Chamber of Commerce releases Proof-of-Vaccination Framework

Today, the Ontario Chamber of Commerce (OCC), with guidance from legal experts at McCarthy Tétrault, released Vax-Pass Tenets, a proof-of-vaccination framework to support reopening plans for Ontario private sector businesses. The Framework outlines five guiding principles for private sector businesses to adopt in the development of their independent proof-of-vaccination frameworks in the absence of a domestic system.

Shopify, TikTok team up to let users shop from app

Canada’s e-commerce giant Shopify Inc (SHOP.TO) said on Tuesday it was partnering with TikTok to work on a feature that would let shoppers buy directly from the social media app.

Shopify merchants who have a TikTok business account would soon be able to add a shopping tab to their profiles for the first time ever, the company said in a blog post.

The pilot version is currently available to users in the U.S. and UK and the company will launch in additional regions in the coming months.


B.C. brings back mask mandate for indoor public spaces; Quebec ramps up masking in schools

British Columbia is reimposing a mask mandate for indoor public spaces and will require students in Grade 4 and up to wear masks at school this fall.

Quebec also said it would require students in nine regions to wear masks at all times when they’re indoors at school this year.
