Issue:
By 2041, more than 64 per cent of the expected growth in the City of Niagara Falls will happen in the South Niagara Falls area. This necessitates building a new wastewater treatment plant in South Niagara Falls that can handle 30 million litres of wastewater per day. Without it, population growth – let alone increases in tourist traffic – simply can’t happen.
Facts & Context:
Of the total population and employment growth expected in the City of Niagara Falls by 2041, over 64 percent is expected in the South Niagara Falls area. A key recommendation of the 2016 Water and Wastewater Master Servicing Plan Update (2016 MPSU), which was further supported by the 2021 MSPU, was that a new treatment plant including critical collection and conveyance systems be created in the South Niagara Falls area.
This new plant will support growth in Thorold, St. Catharines, Niagara Falls, Queenston and Niagara-on-the Lake.
The total estimated capital cost is $400M, which is beyond the financial capacity of Niagara Falls or Niagara Region.
Policy Position:
The GNCC recommends that the Government of Canada, the Government of Ontario, and local municipal governments fund this project as equal partners with equal contributions.
