Dear Mayor of St. Catharines and Councillors,

As a downtown business owner, I am writing to express my concern regarding the proposed Downtown Heritage Conservation District. While I value the importance of preserving our community’s historic character, I believe that a blanket heritage designation poses significant risks to the economic vitality of downtown businesses, particularly during a time when many of us are already facing unprecedented financial and operational challenges.

A formal Heritage Conservation District could lead to increased costs related to renovations, insurance premiums, and financing difficulties, while also introducing added complexity and delays in permitting and approvals. These impacts could make it harder for property owners and tenants to invest in and adapt their spaces, ultimately hindering downtown revitalization.

I urge the Council to consider alternative approaches that support both heritage preservation and economic growth, such as voluntary designations, targeted incentives, and streamlined permitting, rather than a blanket district designation. Let’s work together to preserve what’s meaningful about our downtown while ensuring it remains a viable and thriving place to do business.
